I found a way to get some of this information on Linux, at least in KDE. In the Info Center app, there's a section for USB devices, and it will tell you the USB version, data transfer speed, and some other information about each connected device. It won't tell you the charging rate or where the bottleneck is, but it's still helpful. I don't know if anything similar is available in other desktop environments, but I guess you can take a look.
