UNESCO's core functions create a continuous flow from discussions among ministers and decision-makers to tangible benefits for the people. Ideas developed at the international level are gradually translated into policies, programmes, and local actions that improve everyday life in education, culture, science, and communication.

1. A place to share ideas

As the laboratory of ideas of the United Nations, UNESCO is a unique forum for dialogue. Thinkers and countries' representatives come together to reflect collectively on problems they cannot solve on their own. In this space for dialogue, Member States share experiences, compare perspectives, and develop innovative ideas. These ideas form a crucial foundation for imagining shared solutions to global challenges.

 

2. Turning ideas into global standards

When ideas gain broad support and prove effective, they are transformed into international standards. 

UNESCO develops conventions, recommendations, and declarations that serve as common frameworks for action. These standards help countries protect heritage, guide policies, and address global challenges in a coordinated way.

By facilitating the exchange of experiences, knowledge, and successful approaches, UNESCO helps Member States understand how to apply international standards in practice.
