Today Judge Jeff Hines of the McCracken County Circuit Court will rule on a planned request from the boy's lawyer to change the plea to guilty but mentally ill.

These bills would permit a verdict of guilty but mentally ill upon a finding, by the trier of fact, beyond a reasonable doubt, that the defendant was guilty of an offense and was mentally ill, but not legally insane, at the time of the commission of the offense.
