Citation Appeals

To appeal a parking citation, follow these steps:

  • Pay a Ticket Online or visit stpete.rmcpay.com
  • Enter your citation number or license plate number, then select Search.
  • Select the citation you wish to pay or appeal.
  • Select Appeal and follow the on-screen instructions.

Plead Not Guilty

If the Step 1 appeal has been denied, the appellant can elect the Step 2 option to dispute the citation in Traffic Court by completing the following steps.

To plead not guilty to a parking violation, file a written not guilty plea with the Payment Office, located at 301 Central Avenue. A hearing will be scheduled by Traffic Court upon receipt of the plea. 

Download and print a not guilty plea. Return the document with an original signature (copies will not be accepted) in person to the Payment Office, or mail it to PO Box 292, St. Petersburg, FL 33731. 

Not guilty pleas must be filed within 15 days of citation issuance. If the registered owner of the ticketed vehicle is not the individual filing the not guilty plea, contact the Payment Office for further instructions.

Expired Meter Amnesty Program

The Parking Amnesty Program is a gesture of goodwill intended to assist motorists who may be unfamiliar with downtown parking regulations and inadvertently allow their parking meter to expire. If this is your first parking citation received in the City of St. Petersburg and it was issued for an expired parking meter, you may be eligible for the amnesty program.

The program is also designed to support downtown businesses by ensuring that individuals whose citations are voided are patrons of local establishments. A minimum purchase of $25 is required and may be satisfied through multiple receipts.
