Jeffrey England is Regional Director for NDI's Middle East and North Africa (MENA) division, having served as Deputy Regional Director from 2014 to 2025. During November 2018 through June 2019, Mr. England also served concurrently as Interim Director for NDI's Southern and East Africa (SEA) division. From 2009 to 2012, Mr. England served as NDI's Resident Country Director for Morocco and Algeria and was the Institute's representative for the Maghreb North Africa, including leading regional efforts prior to and programmatic responses to the Arab Spring until offices opened in Tunisia and Libya. Prior to assuming that post, Mr. England spent four years managing the Institute's Maghreb portfolio from Washington, DC. Mr. England also organized the opening of the NDI office in Mauritania in response to democratic openings there precipitated in 2005. He has spearheaded cross-regional collaboration initiatives, including the launch of one of the first multilingual online hubs for democratic activists across the MENA region. He has led the development of transparency initiatives, such as the launch of Morocco's first legislative citizen monitoring initiative, as well as the initial domestic election observation training and networking for Algerian, Tunisian, and Libyan activists prior to the Arab Spring. Mr. England has also led and served on program assessments and election observation missions in Algeria, Bosnia and Herzegovina, Kenya, Kuwait, Morocco, Tunisia, and the West Bank.  

Before joining NDI, Mr. England spent six years with the Education Department of World Wildlife Fund, departing the organization as manager of conservation education. In that role, he oversaw international partnerships and supervised programs that emphasized citizen action. Previously, as a U.S. Peace Corps volunteer, Mr. England lived in the High Atlas Mountains of Morocco where he worked as a rural socio-economic planner in a newly established national park. He liaised with local residents, non-governmental organizations and park administrators to develop community based management plans, design income-generation programs and enhance citizen participation in resource management. Mr. England received his undergraduate degree in history and international studies from Hanover College in Indiana and his graduate degree in African Studies from Yale University.
