Edit XMLNS page

Because of the modifications discussed here https://gerrit.wikimedia.org/r/c/mediawiki/core/+/507821 I would need to modify the text shown here http://www.mediawiki.org/xml/sitelist-1.0/ that is referenced to in the opening of the sites XML files:
<sites version="1.0" xmlns="http://www.mediawiki.org/xml/sitelist-1.0/"> … </sites>
I would need to create a new page http://www.mediawiki.org/xml/sitelist-1.1/ with a similar description text pointing to the new sitelist-1.1.xsd file.
I have no idea where this modification must be proposed, can you please explain how to do so or point me to the necessary documentation?

Can't add external links to Sites_using_MediaWiki/ro

I tried to remove cybersquatted domain "uncyclopedia.ro" and replace it with "ro.uncyclopedia.info" (Neciclopedie)
A list of sites that doesn't allow external links is completely useless:
Error: Welcome to MediaWiki.
It seems that you're trying to add an external link to a page. Please note that this site (MediaWiki.org) is not Wikipedia. If you believe that you received this message in error or have a legitimate need for the link, please file a request here. Q788771 (talk) 22:26, 21 May 2019 (UTC)

I am a Google Summer of Code student and wanted to add my blog https://amitj0ki.wordpress.com/2019/05/21/entering-the-gsoc-the-journey/ to the list that is already present, but I get the error of not being able to add external links. Amitjoki (talk) 11:29, 22 May 2019 (UTC)
- It should be ok now; try again. Clump (talk) 11:35, 22 May 2019 (UTC)

Not sure if revdel is a thing here, but I would appreciate it if someone could take a look at Talk:Reading/Web/PDF Functionality/2019#h-Proton_(link_is_error)-2019-04-08T23:49:00.000Z. A bunch of nonsense.. –MJL ‐Talk‐☖ 06:02, 30 May 2019 (UTC)

Hello, I am attempting to add a listing to this page Hosting services for the item titled "Albatross Cloud'. However a message popped up saying "this is not wikipedia.." Can you please provide any assistance in adding that link. The link that correlates to that item is: https://albatross.cloud/mediawiki-hosting
Please let me know if there is something I need to do here to complete that.
Thank you. Kreemo (talk) 06:16, 30 May 2019 (UTC)
