Assistant to Professor Shecktor with a criminal record. Shecktor developed a cure for cobra venom. Voorhees released the cobra and had it bite both of them, but intentionally failed to provide Shecktor with the anti-venom in time to make it look like an accident. As Shecktor was dying, he informed Voerhees that the cobra was radioactive, and, much like Spider-Man, he developed powers similar to a cobra and augmented them with themed technological devices, which he uses to commit crime.
