    Works perfectly, allows admin to tweak their site’s CSS.

    I found that this plugin doesn’t need to be activated network-wide: you can let admins decide to activate it whether they need it.

    The custom CSS rules will stay even when the plugin is deactivated. They can always be edited by a network superuser.
