Is there any criteria to judge if rustls-openssl-compat can replace openssl?

I don't have a concrete idea yet. This was another thought #3839

The most basic question is: can we use something other than openssl?

This library seemed like we could use rustls over openssl. I have no idea whether it is a good idea or using directly something other than openssl in rust part is better.
