Also make `visit` in `SwiftDispatcher` work on `const` pointers. Also, fixed a bug where the guard of a `CaseLabelItem` was not being extracted, hence the test updates.

This is built on top of #11094 as it would prefer to avoid having to update that. But if that PR is delayed for some reason and we need this, this can also be backported to main.
