This implements a simple way of using
ctypes.c_time_tfor 32-bit and 64-bittime_tsizes. See #92869 for a discussion on why this is useful and considerations for different platforms. This doesn't take into account platforms wheretime_tis defined asdoubleor anything else that's not a signed integer.
