fix: clarify dependabot enable and disable funtion #16135

Why:

Closes #15609

What's being changed:

  • rephrase the 4th point under "Enabling or disabling Dependabot security updates for an individual repository" clarifying the behaviour of enable and disable buttons

Check off the following:
