We need this to statically initialize PyArg_Parser.kwtuple. (See bpo-46772.) For now this will be a "private" API (leading underscore). Ultimately, we'll want a Public API, so we can eventually stop exposing any objects as symbols in the C-API. However, that will need a PEP.

We need this to statically initialize PyArg_Parser.kwtuple.  (See bpo-46772.)

For now this will be a "private" API (leading underscore).  Ultimately, we'll want a Public API, so we can eventually stop exposing *any* objects as symbols in the C-API.  However, that will need a PEP.
