バージョン0.8.0のリリース計画

RFC 0005に基づき2022年7月に次期バージョン0.8.0をリリースする計画を立てます。スケジュール案機能フリーズ以降は機能の追加・削除を停止しリリース後に再開します。今のところ動作環境の変更は予定しておりません。 CC: @henrich @mtasaka @naniwaKun
