    Each republic Head feels that they are in a direct competition with one another to attain the highest amount of turnout and # votes for the President's party, which is directly tied to their job performance. Slack in the elections and you get axed by the President.

    Your regular reminder that vote-rigging, "cooking the books" on turnout numbers, harassing monitors, etc. in Russia's republics, especially in the North Caucasus is directly related to direct presidential appointment of republic Heads.

    For the first time since 2010, Chechnya was the most conflict-ridden region of the North Caucasus (2017). Part of this was due to big decreases in Dagestan and Kabardino-Balkaria - but deaths from conflict increased by 74% in Chechnya (over 2016).

    Maybe, Russian officials are worried that IS in Afghanistan could attract FTF from the Caucasus. But, given the absolute indifference (to put it lightly) they showed towards Caucasus-based FTF leaving for Syria/Iraq, hard to believe that would be the case for Afghanistan.

    1. Not sure if that's the reason why Russia began supporting the Taliban. 2. On the list of "policy solutions to prevent further radicalization in the North Caucasus" that I can think of, "Russia supporting the Taliban" is as close to the bottom as possible.
