The main protagonist of the film.
Tobey is a former race car driver from New York State, as well as the owner and mechanic of his late father's garage: Marshall Performance Motors.
After a race, Tobey alongside his crew was conscripted by Dino Brewster, his former rival regarding in completing a rare Ford Mustang that Carroll Shelby has never finished.
- All for Nothing: Tobey wins the De Leon, a winner-take-all event exotic car race. Since all the cars crashed out, Tobey wins with nothing and gets apprehended by the cops for evading parole.
- Cool Car: The film's iconic silver fifth-gen Ford Mustang that was also featured in Rivals is his vehicle of choice. Tobey claims that this car can reach 234 mph (approximately 376 km/h). He also drives two Koenigsegg Agera R's, a gray one and later the red one Dino drove in that first race.
- Cool Garage: The Marshall Performance Motors, owned by Tobey's late father.
- Miscarriage of Justice: He was framed by Dino and arrested for a crime he didn't commit.
- Pyrrhic Victory: Yes, Tobey emerged victorious in the De Leon, but it results in the police apprehending him a second time due to evading parole. Fortunately for him, he is released roughly six months later.
- Villain Protagonist: Like all the games of the franchise, Tobey is no doubt the protagonist who indulges into illegal street racing.

The main antagonist of the film.
A former IndyCar racer, Dino is the man responsible for the death of Pete.
- Arch-Enemy:
- Big Bad: The main antagonist of the movie.
- Cool Car: He drives a red Agera R that later comes into Tobey's hands. In the final race of the movie, he drives a very rare Lamborghini Sesto Elemento.
- Even Evil Has Standards: The look of surprise on his face during the fatal Agera race indicates he did not expect Pete's car to flip like that and that he only wanted to make him spin out to get past him. This gets dropped when he maintains his relationship with Pete's sister after his death with no intentions of telling her of his part in it, as well as keeping the Agera that he drove when he killed Pete.
- From Camouflage to Criminal: He was transformed from a sanctioned motorsports racer to an illegal street racer.
- Jerk with a Heart of Gold: Subverted. While his facial expression when Pete's car flips indicates that he didn't mean for it to happen, he's always been more concerned with covering his own ass and letting Tobey take the fall for his crime.
- My God, What Have I Done??: His expression when Pete's car flips indicates he didn't mean for Pete to crash like he did.

Julia was introduced during a car show in New York, and agrees to pay $3 million if Tobey can reach the claimed top speed. Following the framing of Tobey for a crime he didn't commit, 2 years later, Julia joins with Tobey to help him in his quest.
- Action Girl: She's a capable driver who can fend of Dino's goons.
- Cool Car: A white Koenigsegg Agera R, which he crashes and dies in.
- Innocently Insensitive: Only as far as car fans are concerned, as he initially mistakes the Koenigsegg Agera R's for Ferraris.
