@matmarex: The problem also exists in Special:GlobalRenameProgress, wherever the mouse is in the line of text.

I can no longer reproduce the bug in the description. I have raised T429569 for the bug described in T428437#12004543.
dom_walden moved T427608: hCaptcha: Edits made via the API on WMF wikis that trigger AbuseFilter still require hCaptcha completion from QA in Prod to Done on the Product Safety and Integrity (Sprint Rose (Jun 15 - Jun 26)) board.
I was successfully able to use the API to make an edit which triggered AbuseFilter. I was given a URL for a FancyCaptcha image, entered the word into captchaword and resubmitted.

I no longer see this problem. Resubmit is now automatic.

@AntiCompositeNumber sorry, I wasn't clear. my proposal is to enable wgNewUserMessageOnFirstEdit by default for wikis where the extension is already installed and that already send a message to every locally created account. The extension should not be installed on other sites.
