I imagine some current members will want to remove themselves from this new subproject after it is created and might want to add themselves back to the existing project. Will that be possible or should we plan to create another subproject for them?

There is T431141; there was T414805.
It could be a project, it could also an epic task with subtasks. That's up to whoever works on it and wants to organize their work.

Thanks! Yeah, public is fine. Some tasks are sensitive (they could reveal information that would assist attackers in bypassing the scanner), but those individual tasks can be kept private.
