The most important issue is tasks may have complex dependency relations and it is not meaningful to close individual task as stale if a parent task is still active.
Since there's another task now for old changes, I'd suggest keeping that discussion over there.
The problem is that blindly abandoning patches misses cases where the author is still receptive to reviews but nobody cares to review. Issues - I think issues rot slower than patches. And I think issues are also more likely to be accidentally duplicated than patches, with the duplication being bad since it de-centralizes important discussion. So if you close stale issues, you can get into a pattern of having an old issue, closing it, then a new issue gets filed and you're reinventing the wheel instead of building upon the old discussion, which is not good.

This was being implemented in T392775 and patches got merged. They were later reverted in Revert "Add user-related link colors to LinkRenderer::getLinkClasses" (1167244) · Gerrit Code Review due to T398714: "Show IP" appearing twice, T398717: IPInfo button only appears for the first temporary account, T398952: Inconsistent/confusing styles for temporary account links.

I support the idea behind but we end up in the usual bikesheddy question how to define or detect "stale" - see T248034: Decrease issues created many years ago with no recent activity (aka stale tickets).

I'm not sure about this. On one hand, I absolutely agree we should care of the good first tasks to make sure they're good. On the other hand, I'm unsure if time is a good indicator. From my experience, even simplish tasks (=take me up to 30 minutes to figure out and write a patch) are often left untouched for a good while. This is because every such task eats a bit of my resources (and the reviewer's resources too) and being humans, we only have finite amount of resources.
