I made an additional document to extend on Kim's work, it describes the three possible fixes implemented in the patches above, out of which only one should be decided upon.

I actually ran a notebook on the analytics cluster to check this as well (I'm still trying to figure out if and how I can publish this) but what it shows is that only 0.5% of calls to wbsearchentities in march used this param.

It seems that the culprit is WikibaseCirrusSearch/src/Query/LabelsCompletionQuery.php:177. Fallback language are still included, they are just ranked lower WikibaseCirrusSearch/src/Query/LabelsCompletionQuery.php:199.
