Description

Revise Tone tasks triggered via Special:Homepage include the "Experimental edit check. For testing purposes only." warning. This is (very likely) scaring our users from using this feature. We definitely should not display "testing only" warnings on production-deployed features.

This seems to be happening since https://gerrit.wikimedia.org/r/q/I5a6e69d1ddefdb9621acf6c980ee0d612b7ae9a8, which changed the conditions for this warning. mw.editcheck.experimental (the previous condition) is false on enwiki, so this error shouldn't be displaying with the old code.

This is a significant issue, and should be ideally fixed in prod before the weekend rolls over.
