Contract Management Specialist

Position Overview

The State of New York Olympic Regional Development Authority (ORDA) is seeking a Contract Specialist who will oversee and assist with the implementation of ORDA’s procurement processes. The successful candidate must have sound technical writing and critical thinking skills and will be primarily responsible for two essential functions:

  1. Working directly with ORDA’s Office of Environmental, Planning and Construction in managing solicitations and contracts for design and construction work, including drafting work orders and change orders for professional service and maintenance service contracts, and preparing contracts for major construction work as well as venue operational supplies and equipment.
  2. General implementation of ORDA’s Procurement Policy and processes; working with the Finance Office and the Legal Office to assure overall compliance with policy and processes, including, but not limited to, solicitation and award of contracts.

Duties and Responsibilities

In addition to reviewing, processing, and tracking ORDA contracts, the Contract Management Specialist will assist in contract preparation and provide fiscal and administrative oversight. Specific tasks will include:

Assisting ORDA management and staff with all aspects of the procurement process:

  • Working with the Legal Office and ORDA’s project management staff to develop, evaluate, and review contract formats and standard terms; develop and implement model contracts, Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Sole/Single Source procurements, and other related documents such as procurement requirements for bidders.
  • Providing technical assistance to ORDA management and staff related to New York State’s laws, rules, regulations, and policies on contract administration.
  • Assisting with the drafting of bid documents.
  • Assuring the completion of routine administrative processes associated with ORDA contracts including the publishing of required contract notices in the New York State Contract Reporter.
  • Providing guidance to ORDA staff on the evaluation and selection process for different procurement methodologies.
  • Reviewing procurement records for compliance with all applicable laws, rules and regulations, including MWBE requirements.
  • Working with various project managers to ensure accurate execution of all documents needed for the procurement record.
  • Assisting project managers with drafting written responses to questions submitted by bidders and other interested parties on contract awards and contract status.
  • Working with project managers to evaluate bids and determine the recommended awardee.
  • Reviewing contracts for fiscal and programmatic accuracy as well as adherence to State and ORDA procurement policies.
  • Recommending contracts for rejection or approval.

 

  • Oversee tracking and monitoring of contracts:
  • Assisting the Office of Environmental, Planning and Construction with change orders and other contract amendments.
  • Reviewing contract payment submissions and payments to ensure that payments are made in accordance with contract terms.
  • Working with project managers to track contractor performance, including price adjustments, amendments, contract interpretation, and contract compliance issues.
  • Reviewing budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations.
  • With input and assistance from project managers, performing contract monitoring tasks and addressing any necessary contract modifications/amendments.

 

  • Recommending improvements to ORDA procurement policies and procedures, documenting problems with documents and/or processes, and working with the relevant contracting staff and Legal Office for resolution.

Skills and Qualifications

  • Bachelor’s degree in a business field or related work experience.
  • 5+ years professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors, fiscal management, including bidding, payment, analysis, and fiscal reporting, contract development, developing requests for proposals, contract execution, and monitoring and review of contract terms.
  • In-depth knowledge of preparing and reviewing contracts, and negotiation terms.
  • Extensive understanding of NYS Procurement Law.

Integrated Marketing Manager

Position Overview

The Integrated Marketing Manager is responsible for strengthening the Olympic Authorities venue marketing performance through cross-venue strategy, centralized social media guidance, and consistent community-facing communications.

This position is the evolution of the former Lake Placid Legacy Sites Marketing Manager, historically focused on promoting the four (4) former Olympic venues — Olympic Center, Mt Van Hoevenberg, Olympic Jumping Complex, and Whiteface Mountain — through coordinated marketing tools including the destination brochure, weekly activity/event schedules, print advertising, and promotional sourcing.

The updated role retains those core functions while expanding into a more strategic and system-wide responsibility: supporting and guiding social media strategy across all Olympic Authority venues, establishing best practices, providing performance reporting, and improving how the Olympic Authority cross-markets its venues, events, and guest experiences. This position is also the primary point person for ensuring local community partners (lodging and businesses) remain informed and engaged with Olympic Authority activities and event schedules.

This position reports to the Olympic Authority Director of Marketing and works closely with venue Marketing Managers, corporate creative and communications teams, and local community partners.

Duties and Responsibilities

1) Cross-Venue Marketing Strategy & Coordination

  • Develop and maintain cross-venue marketing strategy that promotes Olympic Authority venues as a connected portfolio of year-round experiences.
  • Identify opportunities to cross-market events, activities, and seasonal offerings between venues.
  • Build and maintain a consistent structure for shared promotional messaging and coordinated calendars.
  • Partner with venue marketing managers to support integrated campaign planning and execution.

2) Social Media Strategy, Direction, and Best Practices (All Venues)

  • Serve as a central support resource for Olympic Authority venue social media efforts.
  • Provide guidance on best practices including content strategy and planning, posting cadence, community engagement, platform optimization, and brand voice consistency.
  • Collaborate with corporate marketing/creative teams to ensure venue social content aligns with Olympic Authority messaging standards.
  • Support onboarding and training for venue marketing staff on social media tools, standards, and workflows.

3) Social Media Reporting & Analytics

  • Produce weekly, monthly, and yearly social media reporting across venues, including engagement numbers, engagement rate, reach, impressions, follower growth, and top-performing content.
  • Develop consistent reporting templates and performance benchmarks.
  • Identify cross-venue insights and opportunities to improve content effectiveness.
  • Present findings and recommendations to the Director of Marketing, VP of Marketing, and venue leadership as needed.

4) Community Partner Communications & Updates

  • Serve as the key point person for maintaining regular communications with local and regional community partners.
  • Develop and distribute weekly venue activity and event schedules to partners (tourism organizations, lodging partners, chambers, etc.).
  • Ensure partners have accurate, timely updates on Olympic Authority activities, seasonal offerings, and upcoming events.
  • Maintain and improve distribution lists and partner contact networks.

5) Destination Brochure & Print Marketing

  • Lead development, production, and distribution coordination of the annual destination brochure.
  • Coordinate venue content collection, edits, approvals, timelines, and printing needs.
  • Support placement and execution of local newspaper ads, print ads, and other community-based promotional channels.
  • Ensure print messaging aligns with Olympic Authority brand standards and enterprise marketing priorities.

6) Event Promotion Support & Promotional Item Sourcing

  • Support cross-venue event promotion through coordination of messaging and community distribution.
  • Source, order, and manage event promotional items (giveaways, signage items, printed collateral, etc.) as needed.
  • Work with venue teams to ensure promotional items align with brand standards and are cost-effective.

7) Collaboration with Venue Marketing Managers

  • Work closely with venue marketing managers to ensure cross-venue visibility of major campaigns and events.
  • Support content sharing across venues when appropriate.
  • Strengthen consistency of messaging and quality across channels.
  • Help identify gaps in marketing communications and recommend solutions.

8) Brand Alignment and Messaging Consistency

  • Ensure cross-venue marketing materials and communications remain consistent with Olympic Authority enterprise brand direction.
  • Support corporate marketing leadership in maintaining messaging consistency across venues, event marketing, social platforms, partner communications, and destination-level storytelling.

9) Administrative, Budget, and Project Coordination

  • Support marketing budgeting and cost tracking for print, promotional items, and community marketing efforts.
  • Track production timelines, vendor coordination, and deliverables for destination and print materials.
  • Maintain clear documentation of schedules, campaign calendars, and distribution workflows.

Skills and Qualifications

Required

  • Bachelor’s degree in Marketing, Communications, Business, Hospitality, or related field (or equivalent experience).
  • 4–7+ years of marketing experience, preferably in tourism, destination, events, or multi-site operations.
  • Demonstrated social media management experience across multiple accounts or brands.
  • Strong working knowledge of social analytics and reporting.

Manager, Digital Marketing

Position Overview

The Digital Marketing Manager plays a pivotal role in orchestrating and executing comprehensive digital marketing strategies across a portfolio of six venues within The Olympic Authority. This position reports to the Director of Marketing and works closely with internal teams and external partners, including media/marketing services agencies, email marketing stakeholders, and design agencies, to ensure cohesive messaging and brand recognition, ultimately driving sales growth and enhancing the organization’s online presence. Additionally, the Digital Marketing Manager oversees one employee, a Digital Marketing Specialist, who assists with day-to-day digital marketing tasks.

Duties and Responsibilities

  • Oversight and Optimization:
  • Manage the WordPress Content Management System (CMS) to maintain and optimize the organization’s online presence.
  • Conduct SEO audits across all digital platforms to ensure optimal website performance, search engine rankings, and compliance with NYS accessibility regulations, including accessibility scanning and remedies.

Sustainability Manager

Position Overview

The Sustainability Manager is responsible for the ongoing development and implementation of the Olympic Authority’s Sustainability Program, and the organization’s compliance with NYS Executive Order 22. This position involves coordination with all Olympic Authority Venues and Departments, as well as external stakeholders and regulatory agencies. The Sustainability Manager reports to the President & CEO.

Duties and Responsibilities

Regular duties include, but are not limited to:

  • In cooperation with organizational leadership, establish the Olympic Authority’s sustainability guidelines, goals, and implementation plan;
  • Establish centralized baseline data and monitor, maintain, and report regularly on various sustainability metrics, including energy use, solar offsets, water usage, waste management, fleet utilization, and salt mitigation efforts;
  • Oversee and enhance the Olympic Authority’s sustainability initiatives across all venues and operations;
  • Serve as the primary point of contact for sustainability related inquiries;
  • Provide guidance on sustainability policies and initiatives for venues and staff;
  • Organize and lead a sustainability committee to review sustainability processes, deliver training sessions for employees, and champion and drive cultural change within the organization to embed sustainability into everyday practices;
  • Prepare and submit annual sustainability reports to GreenNY Council, facilitate and participate in webinars, presentations, and working groups, maintain communication with key stakeholders, including OGS, DEC, NYPA, and NYSERDA;
  • Implement and oversee green procurement policies based on approved GreenNY specifications and integrate green procurement requirements into organization-wide purchasing protocols;
  • Support the Olympic Authority’s alignment with EO22, including development of multi-year timeline and budget to achieve its requirements;
  • Develop and implement plans for fleet electrification, maintain and update a Fleet Decarbonization/Conversion Plan Template, and monitor EV charging infrastructure;
  • Develop and maintain a Waste Diversion Plan Template, including tracking and reporting on various waste streams, conducting routine waste audits and implementing strategies to divert organic waste and eliminate single-use plastics;
  • Support initiatives aligned with the NYS Pollinator Protection Program and Integrated Pest Management, manage programs to address invasive species and protect natural resources, ensure the preservation of endangered species and biodiversity;
  • Implement strategies in line with the NYS Dark Sky Initiative and collaborate with relevant municipalities to reduce light pollution;
  • Represent the Olympic Authority with relevant environmental groups;
  • Support sustainability content on the Olympic Authority websites and help execute strategies to communicate ORDA’s sustainability efforts;
  • Integrate sustainability further into event planning;
  • Promote stewardship education for employees and the public through educational opportunities and interpretive signage

Skills and Qualifications

  • Bachelor’s degree in Sustainability, Environmental Science, Environmental Studies, Natural Resource Management or related field;
  • 3+ years of experience in public or private sector sustainability management, nature resource management, or related field;

IT Accounts Payable

General

Primary responsibilities will focus on adhering to ORDA accounts payable policies and procedures, financial reporting, and record keeping.  This position reports directly to and will work directly with the Director of Technology, with the Assistant Director of Technology, and all Venue IT Technicians, as well as ORDA’s Finance Department on Accounts Payable reporting.

Duties and Responsibilities

Regular duties include, but are not limited to:

  • Ensuring that all purchases follow ORDA and NYS purchasing guidelines
  • Assisting the Director of Technology with monthly and annual budget.
  • Assisting with keeping Info Security and Director’s apprised of needed renewals, etc.
  • Tracking Capital funds on requisitions and invoices
  • Maintaining and ensuring timely payment of invoices
  • Maintaining a file of venue specific contracts and records of utility usage
  • Maintain Bulk Procurement report
  • Maintaining an inventory of maintenance and repair items.

Skills and Qualifications:

  • Knowledge of basic business practices with a Technology background (familiar with technological terms and equipment).
  • Demonstrated understanding of confidentiality (supported with references) is required.
  • One (1) year’s experience in Accounts Payable business procedures (accounting) is preferred.
