Super Paper Mario graphic settings

When i am in flipside the game runs at 30fps and other places as well, however in some it runs at 60fps, for anyone who has played the game what are the best graphic settings.

I have
i9-11900KF @ 3.50GHz, 3504 Mhz
32GB RAM
RTX 3080

I did 520 Mortar and placed the target on arc then moved it near the end of map once a few got past and I did it easily

Textures are all white, we have tried deleting and reinstalling the game, verifying the files, I dont know what the issue could be as I cant seem to find any issue online
