Install FlaggedRevs to more wikis (Community Wishlist/W363)

Description

FlaggedRevs allows user to rate revisions of articles and set those revisions as the default revision to show upon normal page view. However, this extension is unmaintained and will not deploy to any Wikimedia wiki since 2014. There are still many new wikis would like to install this extension (see phab:T31744). We should enable this extension on more wikis.
