[Python-Dev] PEP 451 (ModuleSpec) has landed

The bulk of PEP 451 (all but the "fluffy" parts as Brett called them
<wink>) is now committed to default.  We are tracking the remaining
items as dependencies of http://bugs.python.org/issue18864.
