Describe the issue:

In a recent workshop, users were not easily discovering the 'open in' menu:

Some pointed out that the icon is different from other places in the IDE:

Or the "zoom" button in RStudio:

Steps to reproduce the issue:

Plot an image and then try to open it in a new window/editor tab.

Expected or desired behavior:

More consistent or clear icon for zooming on plots.

Were there any error messages in the UI, Output panel, or Developer Tools console?
