Context

Currently a user has to know that the Outline pane is where the TOC is located when viewing a notebook. This is not very discoverable especially for a Jupyterhub/lab users

Acceptance Criteria

Add a button in the notebook navigation bar that opens the outline (TOC)
See icon used in VSCode notebook
