@WarrenWeckesser I note that you updated the cversion to 0x00000013 in #26908. Do we need to worry about that when we drop Python 2.10 and increment the version? |

The test failures are unrelated. The CircleCI failure has already turned up in other PRs, the Risc64 fails to build ninja (missing stddef.h) and also fails on other PRs. Going to merge just to get the branch started. |
