Update image-server environment variable names to align with the standard naming conventions used across other bundled services.

Testing done:

appengine-java-standard $ ./mvnw test -pl api -T 32 

[INFO] ------------------------------------------------------------------------
[INFO] BUILD SUCCESS
[INFO] ------------------------------------------------------------------------
[INFO] Total time:  45.967 s (Wall Clock)
[INFO] Finished at: 2026-06-11T14:42:35Z
