A type of device for the control of the outlet and overflow of a plumbing fixture; an overflow pipe is inserted in the outlet at the bottom of a fixture or tank, permitting water to be retained at a desired level.

Needless to say, I haven't read any reports about plants absorbing harmful bacteria or other like concerns, but I am sure someone will say they have, even if the field never had standing waste water after too much rain, and too many visitors staying too long.
