The point about directing reports to SPI was not entirely directed at the ease of blocking. You'd have automatically added the block notices on the user talk pages, which would tell the user how to appeal (rather than blundering around wasting the time of admins considering appeals), and there would be some mention of the sockpuppetry in Pebble620's block log, user page or user talk page which there is not currently.
