The Texas Comptroller of Public Accounts proposes amendments to Rule 20.82 concerning delegated purchases. The proposed amendments will raise the delegation threshold for state agency purchases from $50,000 to $100,000; prohibit state agencies from dividing purchases into smaller increments to avoid complying with the thresholds set out in Rule 20.82; and require that a state agency solicit at least one informal bid from an historically underutilized business on all purchases of goods and services exceeding $10,000 and not exceeding $25,000.

Resumen de Regla 20.82, Compras Delegadas

El Contralor de Cuentas Públicas de Texas propone enmiendas a la Regla 20.82 respecto a las compras delegadas. Las enmiendas propuestas elevarán el umbral de delegación para las compras de agencias estatales de $50,000 a $100,000; prohibirán a las agencias estatales dividir las compras en incrementos más pequeños para evitar cumplir con los umbrales establecidos en la Regla 20.82; y requerirán que una agencia estatal solicite al menos una oferta informal de un negocio históricamente subutilizado en todas las compras de bienes y servicios que excedan $10,000 y no excedan $25,000.
