Duplicate arguments in template calls

Hi, the standard usage of this template seems to be to use duplicate argument (the arguments page= and level= are to be used multiple times). This causes the pages where this is done to show up in . In general template usage the last instance of an argument is used and all other arguments are ignored. However, do I understand correctly that this template is not really a template with any visible specifics but more for invisible bot purposes?
