Biography
Lucy Dathan was born in St. Louis, Missouri, and, as of September 2019, lives in New Canaan, Connecticut. Dathan earned a high school diploma from Villa Duchesne. She earned a bachelor's degree in accounting and business from Santa Clara University in Santa Clara, California. Dathan’s career experience includes working as an auditor and certified public accountant and financial consultant.[1][2]

In the legislature, Lucy brings financial expertise and a problem-solving mindset to the issues that matter most to her constituents. She serves as House Chair of the Government Oversight Committee and sits on the Appropriations and Human Services Committees. She also co-chairs a Medicaid Oversight Committee and serves on the Finance Advisory Committee, overseeing the state budget alongside executive branch officials and fellow legislators.
Before public service, Lucy built a distinguished finance career spanning three continents. She began as a Big 4 auditor in San Jose, earning her CPA while working with venture capital firms and tech startups. She then moved to Poland to support its emerging financial sector, before spending over a decade in London in audit, corporate finance, and as CFO of two venture-backed companies, including a role at the London Stock Exchange. Lucy moved to New Canaan in 2015 with her husband and three children. She continues to work part-time as a contract CFO for technology companies while serving her community.

- Lucy has championed big wins for a more affordable Connecticut by delivering tax relief for working and middle-class families —not the ultra-wealthy. I helped pass the largest tax cut in Connecticut history—expanding the Earned Income Tax Credit, cutting taxes on retirees’ pensions, investing in early childhood education endowments, supporting universal free school breakfast programs, and paying down our long-term obligations.

The next state legislature session is going to be a vital one. As our state faces new challenges coming both from federal decisions on women's reproductive health as well as the financial troubles with the implementation of our new infrastructure projects.
Connecticut is indeed at a crossroads, but I am excited to move forward together to rebuild our great state. We need strategic thinkers in Hartford who can produce a comprehensive, creative, and stable vision for our future. I have spent my business career as a CFO helping technology companies think strategically to ensure all stakeholders work efficiently and collaboratively, and these are skills I have applied in Hartford since 2019. I plan to continue to do so if given the opportunity and privilege to represent the 142nd District again through 2024.- My primary focus is the fiscal stability of our state. We need to ensure that our state budgeting policies around the spending, volatility and revenue caps continue to provide stability and predictability for our residents as well as for market conditions. We need to continue paying down long term pension liabilities to help free up future General funds to support investments in education, early childhood programs, social safety net services, transportation infrastructure, sustainable environmental projects to address rising energy costs. In the past 4 years, over $5B of liabilities have been paid down, saving $440M annually for 25 years in debt servicing costs. Continuing this strategy will ensure a fiscally strong future for generations.
- Every year, some Republican members of our General Assembly in Connecticut are proposing laws that restrict access to reproductive health care, require ultrasounds or require parental consent. These proposals are all aiming to restrict reproductive freedoms. In situations of rape or incest this may mean that people may not be able to get access and have to look at dangerous alternatives. We need to fight against these legislative proposals, and protect our state from the real harm that these bills would impose.
- We had a great session in 2022 for environmental priorities and I see that there is additional room to build upon this. Two issues I am most energized about are clean air/renewable energy and waste management. We need to assess our energy sources, and continue to convert to cleaner supplies and rely less on fossil fuels. This will require investment, but there are several opportunities for federal funding here. We also must develop new waste management systems in light of the MIRA plant’s closure, and evaluate investments that address compostable waste, especially food, as this is a significant portion that heads to the incinerator. We are responsible to our community and our planet’s future to prioritize conservation and clean energy.
