The Interior Ministry said the
Hasm group was "behind the vehicle preparation" causing the explosion.
"After conducting inspections and investigations, as well as gathering and analysing information by the Homeland Security Sector to identify the perpetrator of the NCI's explosion, his identity was determined as Abdel Rahman Khaled, a member of
Hasm movement, which is affiliated to the Muslim Brotherhood terrorist organisation," the ministry's statement read.

On Wednesday Haniyah's name was blacklisted along with three terrorist organisations,
HASM and Liwa Al Thawra of Egypt, and Harakat Al Sabireen of Palestine.
The cytotoxicity toward
HASM (human aortic smooth muscle) cells and MG63 cells was determined using MTT assays.
The ministry says in a statement Tuesday the militants were "cadres" of
Hasm, which authorities say is a breakaway faction of the Muslim Brotherhood that has targeted security troops in past years in a series of brazen attacks, Today.ng reported.
Security sources on Friday said authorities were following a lead to a militant camp in the desert where eight suspected members of
Hasm Movement were believed to be hiding.
Some of these emergent groups, like the
Hasm Movement, (c) are far more moderate than the Islamic State and more capable of tapping into growing discontent among the Egyptian population.
The attack was claimed by a shadowy group known as
Hasm, or "Decisiveness", which the government suspects is linked to the now-banned Muslim Brotherhood.
A recently-emerged militant group called the
Hasm Movement later claimed responsibility for the attack, saying it was in revenge for death sentences handed out to thousands of convicts.
The mosques are in Muaither, Rawdat Qdeem, Al Aziziyah, Shehaniyyah, Industrial Area, Al Waab, Umm Sanim,
Hasm Al Markhiyah and Al Wajbah.
